Members of the Diocesan Review Board for Sexual Misconduct


Bryan Taylor (Chair) is currently serving as the elected Canyon County Prosecuting Attorney. He has more than 14 years of experience as a prosecuting attorney in the State of Idaho with a strong focus on criminal prosecution. As a deputy prosecutor, he oversaw Canyon County’s Special Victims’ and Crimes Against Persons Units, handling and supervising cases ranging from sexual offenses of minors and domestic violence to homicides. He is currently an adjunct faculty member at Concordia University School of Law. He earned his Juris Doctorate at the University of Denver, has a PhD in Education from the University of Idaho and is working toward earning his MA in Theology from Christendom College.

Board Members

Kathleen Curtis, LMSW is mother of three children, a Licensed Master Social Worker, and school counselor at Sacred Heart Catholic School in Boise. She also worked in the public school system as a counselor. She worked as a social worker with both Catholic Charities and Terry Reilly Health Services and as a youth and family counselor at a counseling center in Bellevue, Washington. She was educated at University of Washington and University of Notre Dame, and spent two years as a volunteer with Cabrini Mission Corps in Argentina, working with orphaned and abused children. She is fluent in Spanish. Deacon Michael Eisenbeiss, PhD has six children and is a licensed Psychologist and a Permanent Deacon of the Diocese of Boise. He is currently in private practice and has over 40 years of experience counseling children, adolescents and adults and has provided both testing and counseling for victims of sexual and physical abuse. He holds staff privileges at Intermountain Hospital of Boise, St. Luke’s Hospital. Beginning in 2005, he served a six year term with the Review Board. Scott Curtis, MSW is married to Kathleen Curtis and is a Senior Vice President of the Treasure Valley Family YMCA. In 2002, he earned a Masters in Social Work from Boise State University and worked as a school counselor in the Boise School District, including a program for youth offenders. Previously, he worked as a math teacher for three years Bishop Kelly High school, after having earned a Bachelor of Science in Mathematics from the University of Notre Dame. At the Treasure Valley YMCA, among his other duties, Scott manages the organization’s own Safe Environment program for employees and volunteers. Rev. Caleb Vogel serves as Pastor of St. Paul Catholic Church in Nampa and St. Joseph’s, Melba. He is the Vocations Director for Discernment and Recruitment and is the Dean of the Western Deanery. Father was ordained to the priesthood June 10, 2004 after studying at Mount Angel Seminary in Oregon and St. Patrick Seminary in Menlo Park, California. He has served in a variety of parishes and stations since ordination including those in Idaho Falls, St. Anthony, Driggs, Rexburg, Island Park and Moscow, Idaho.

Ex-Officio Members

Mark Raper has served on the Review Board in an Ex-Officio capacity since 2004 providing canonical advice. Mark currently serves as the Diocesan Chancellor, Director of Canonical Affairs and Director of Child, Youth and Adult Protection for the Diocese of Boise. Mark has been with the Diocese since 1999. Mark received his licentiate and master’s degree in Canon Law from St. Paul University and the University of Ottawa in 2004. He also has a Bachelor’s Degree in Communication from Boise State University earned in 1992. Mark is married with three children, a native of Idaho and is an avid outdoorsman Stan Welsh has served in an Ex-Officio capacity providing legal advice for the Review Board since the Board’s creation in 2002. Stan practices law in Idaho and has served as an attorney for the Roman Catholic Diocese of Boise. Stan graduated from Bishop Kelly High School followed by graduation from Gonzaga and the University Of Idaho College Of Law. Mr. Welsh and his wife, Gina, are natives of Boise.

If you, or someone you know, is a victim of sexual misconduct by a person (clergy or lay person) acting on behalf of the Church, you are invited to make a report to the Diocese.
